What the deuce is a Nation Game?

Tis a game where you pick some sort of political entity (usually a sovereign state), and you roleplay. Simple.

So... is this like Risk? Wars and brutalizing?

That is certainly part of it! It's really, at its core, a roleplay. But as we know, that can get complex quickly.

Are there forms and templates and rules and stuff?

Nothing commercially published, but it's a common battleground of players across the net.

How is power determined? (Military, status, influence)

What nation you initially start with. Likely most will fit a common theme of Great Power, Middling Power, or simply Sovereign State. These are geopolitical terms of relative power distribution, and it varies depending on historical era. It also depends on your government structure, so if you've got a Confederacy of sorts, it will be less centrally powerful than a federal state. At least generally speaking.
